Senior Energy and Power Sector Expert

Houmphanh is a senior energy and power sector expert with over three decades of experience in the Lao PDR’s electricity sector. He served at the Ministry of Energy and Mines and its predecessor institutions from 1995 to 2025, including as Deputy General Director of the Department of Energy Management and Head of the Projects Exporting Management Division. He has played a key role in shaping the country’s electricity legal and regulatory framework, contributing to the drafting of the first Law on Electricity and Law on Water Resources (1996–1997), subsequent amendments to the Law on Electricity, and the development of the Law on Dam Safety.

Mr Houmphanh has led major technical standardisation and regulatory initiatives, including multiple phases of the Lao Electric Power Technical Standards (LEPTS) in cooperation with JICA, and the drafting of technical guidelines for inspection, grid code revision, and dam safety governance. He has worked closely with international partners such as the World Bank, ASEAN, Australia, and the Japan-U.S. Mekong Power Partnership, contributing to dam safety reform, grid modernisation, renewable energy ToRs, and the establishment of the Electricity Regulatory Authority of Lao (ERAL). With an MBA and a Bachelor’s degree in Electrical Engineering, he combines technical engineering expertise with high-level regulatory and institutional leadership.
