Mr Sychath Boutsakitirath
Senior Hydropower, Dam Safety & Power Sector Governance Advisor

Mr Sychath is a senior hydraulic engineer and power-sector specialist with over 35 years of experience in hydropower development, dam safety, electricity regulation and infrastructure investment in Lao PDR. He previously served as Director General of the Department of Energy Management and Deputy Director General of the Department of Energy Business under the Ministry of Energy and Mines.

His expertise covers dam safety governance and inspection, hydropower concession management, technical standards, regulatory frameworks and project appraisal. He contributed to updating the Lao Electric Power Technical Standards, developing the country’s first Dam Safety Guidelines and supporting the establishment of a national dam safety institution. He has also negotiated and managed agreements for major hydropower and power-sector projects, including project development, concession and power purchase agreements.

Mr Sychath has worked with the World Bank, SDC, HELVETAS and other international partners on dam safety and institutional reform. He holds a Master of Science in Hydraulic Engineering from the Technical University of Dresden, Germany.
